What are Sector Support and Development Programs?

Sector Support and Development programs are funded by the Commonwealth Government as a subprogram under the CHSP Service System Development. This sub-program assists community aged care services meet CHSP aims, such as staff training on using a wellness approach to services.

What do Sector Support and Development Programs do?

The Sector Support and Development programs assist Commonwealth Home Support funded service providers to implement and develop strategies which assist their service to deliver quality, safe and accessible aged care services by meeting stringent compliance, policy, deliver practices to operate effectively in line with the objectives of the CHSP and within the context of the broader aged care system. 

Are all Sector Support and Development programs called the same in different states and territories? 

Sector  Support and  Development Programs may be called different names in different states. This is a result of historical state funded initiatives and programs. It is important to check with your state and territory to find out the correct names and services that deliver SSD programs in your region.

What are the different types of CALD or Multicultural Sector Support & Development Programs across the states 

 The CALD or multicultural Sector Support and Development programs are also called or referred to differently in each state. In New South Wales, Queensland and Victoria. 

In New South Wales

There are five types of SSD programs funded under the CHSP sub-program. These include:

  • Generalist SSD Program
  • SSD Training
  • SSD Aboriginal
  • SSD CALD – Multicultural Access Program (MAP)
  • Volunteer Training

There are two SSD state-wide networks specifically designed to bring together SSD programs; 

  • NSW State Wide  SSD Network
    (for all SSD’s)
  • NSW Multicultural Access Program Network (CALD Specific SSD)

In Queensland

There are 3 types of SSD programs funded under the CHSP sub-program. These include:

  • Generalist SSD Program
  • SSD Aboriginal
  • SSD CALD Training and Development programs – Multicultural Advisory Service (MAS). 

There are two SSD State-Wide networks specifically designed to bring together the SSD programs:

  • QLD State-Wide SSD Network
    (For all SSD’s)
  • MAS Multicultural Advisory Service Team (CALD Specific)

 

 In Victoria

There are a range of types of SSD programs funded under the CHSP sub-program. These include:

  • Sector Development (Generalist)
  • Sector Development (CALD)
  • Sector Development  (Aboriginal)
  • Sector Development (CALD & Generalist)

There is one multicultural SSD State-wide role, which coordinates the Access and Support Program Network

Sector SUpport & Development Objectives

The CHSP support a range of activities to support, develop and strengthen the home support service system. The types of activities may include: 

  • Developing and disseminating information on the CHSP and its interaction with the broader aged care system.
  • Embedding wellness, reablement and restorative care approach into service delivery.
  • Strengthening the capacity of CHSP service providers to deliver quality services that are responsive to client needs, including clients with diverse needs.
  • Brokering, coordinating and delivering training and education to service providers, workforce and consumers.
  • Developing and promoting collaborative partnerships within the CHSP and across the broader aged care service system.
  • Supporting and maintaining the volunteer woorkforce

We understand that delivering quality and effective Commonwealth Home Support Services is challenging and;

  • Requires a whole-of-organisation approach, including commitment from both management and staff.
  • Is reflected in organisational policy and procedures, especially in recruitment, employment, orientation and induction practices.
  • Is a focus of staff training and education programs.
  • Requires a changed mindset for management, staff, volunteers, clients and their families and carers.
  • Establishing a staged approach to implementation and taking time to work with staff at the beginning of the process to ensure they understand the benefits and reasons for change.
  • Communication materials need to reflect the wellness approach to assist with setting client and staff expectations.

 Sector Support and Development programs can provide support to CHSP services providers to assist them to develop and implement practices which maintain their compliance while delivering excellent, quality and responsive services.

Profile of Sector Support and Development Programs Across NSW, QLD and VIC

The Commonwealth provides funding across the various states and territories to deliver the Sector Support and Development programs and activities. While these programs are funded under the same stream, the names, activities and style of delivery of these tend to be quite diverse.

ECCNSW has delivered State and Commonwealth-funded aged care programs since 1985 and delivers the “NSW State-wide MAP officer under the Commonwealth Home Support Program. The position is the only state-wide SSD role in NSW.

Ethnic Communities Council Queensland and Victoria both manage the state equivalent CALD SSDO roles in their respective state however they differ slightly by:

- Name
- Number of positions and
- Capacity building and community engagement practices

In Queensland, the SSDO CALD specific programs are called ‘Multicultural Advisory Service’ or MAS for short, and the Victorian equivalent is called 'Sector Development' or SD for short.

In New South Wales, twelve (12) independent, innovative and robust organisations deliver the CALD specific Commonwealth Home Support Program, Sector Support and Development positions. The CALD SSDOs in NSW are called 'Multicultural Access Programs', or MAPS for short.

Details of these organisations have been included with a profile and briefing, of each member on page 53. These organisations can be contacted individually for specific activities and programming for their own region.

Sector Support & Development Programs

NSW SSD 

The Commonwealth currently funds approximately fifty-eight (58) SSDs which operate across NSW, under the auspice of individual organisations such as state peak bodies and service providers and independent agencies. These roles are distributed across Greater Sydney, regional and rural areas.

Currently, Sector Support and Development Programs are funded under one of the following two types:

– Sector Support and Development (SSD), or
– Sector Support Development and Training (SSDT)

The programs funded under the Sector Support and Development and Training are often provided with additional funding to support brokerage fees and cover training expenses related to training activities.

NSW SSD Network

Majority of the SSDs in NSW are members of the NSW SSD Network. The Network was established during the HACC period and continues to operate today. The members meet quarterly to connect, share information and receive updates.

The Network members nominate and vote four (4) SSDOs as ‘key contacts’ who are responsible for facilitating communication between the Networks core business and the members of the SSDN network. The key contacts for 2018/2019 are as follows:

Focus

In NSW each SSD Stream type has a different focus.

  • Mainstream SSD focus on the general CHSP service provider population
  • SSDTs have a focus on developing, organising and or delivering training for the mainstream sector and may find themselves providing training support or collaborating with other SSDs where training funds may be limited in these areas. . 
  • MAPS programs have a CALD focus when working with both mainstream and CALD CHSP providers
  • SSDA programs have an indigenous focus when working with both Aboriginal and mainstream services

CALD SSDs

The NSW MAP network brings together the MAP officers bi-monthly. The officers possess a variety of expertise and specialties to the network which allows the MAP program to be flexible, responsive, versatile and multifaceted. The current MAP experience includes working with:

Partnerships and Collaborations

There are a number of important relationships and collaborations at the heart of the MAP work. At the center and overall purpose of the program is an aged care system that has a focus on helping CALD older Australians age well.

Key relationships and partners are essential to:

  • Ensure that information disseminated is accurate and uniform across the country
  • Increase mobility and scope of aged care providers
  • Reduce duplication and increase efficiencies
  • Improve the quality and standard of information delivered and disseminated
  • Support the growth and skills of training and brokerage services
  • Increase efficiencies of small to medium size aged care services
  • Improve consumer experience of the Australian aged care system
  • Provide timely up-to-date information to key stakeholders
  • Improve cultural competence of aged care service providers
  • Improve the well-being of CALD consumers so that they can stay at home safely as long as possible, and reduce the chance of early entry into long term care

Focus

The NSW Multicultural Access Officers focus primarily on building relationships and rapport with CHSP funded service providers and personnel.

Through trust and strong interpersonal relationships, MAP officers are able to work alongside CHSP funded service providers and support them in their endeavour to deliver quality and accessible services to culturally and linguistically diverse seniors.

MAP officers are a valuable source of information and resources for CHSP providers. Similar to the approach we use when working with consumers, MAP similarly does not “do for” rather “works with” CHSP providers to identify and address any gaps, trend or issues experienced by the individual service or the sector as a whole. It is about building the capacity of the sector to be able to be fluid, flexible, responsive and innovative in their delivery of service and to always be ready amidst potential threats, risks or issues which may arise.

As the eyes and ears on the ground, MAPS are able to assist CHSP providers to identify valuable resources, address priority issues and gaps in services, source partnerships with the broader service system and community, and support the organisations to address in challenges in compliance or policy requirements in order to deliver inclusive and quality services.

We are also an important source for the department to inform them of system challenges on the ground, or trend which trend and issues which require government response.

Maps are the conduit and a tool funded specifically as an additional support stream to CHSP service system. 

Profile of Queensland

CALD Sector Support & Development Programs

The CALD SSDOs in Queensland are called the Multicultural Advisory Service (MAS) program. It operates under a different model to NSW. In NSW each program is under the auspice of 12 individual organisations programs whereas in Queensland all six (6) CALD SSDO/Ts  are under the auspice of one single entity called the Ethnic Communities’ Council of Queensland – Diversicare.

There is one (1) MAS program in Queensland with six (6) offices located across QLD. The following geographical map illustrates the regions and geographical scope of each office.

The Team Leader, Julie Fraser, is the State-Wide MAS Officer and represents CALD issues for Queensland. Unlike NSW ,Queensland has one single auspice agency (ECCQLD). As such they so not facilitate State-Wide Network meetings. Instead they host staff meetings monthly, ors required.

Focus

The Queensland CALD SSD program has a strong focus and expertise in providing extensive training in compliance, reforms and cultural competence. The SSD team operate from six (6) main offices across Queensland and outreach to most of Queensland’s city, regional and rural areas.

Activities include:   

  • Developing and delivering their own training modules in areas of compliance and cultural excellence
  • Developing their own resources such as annual cultural calendars, training workbooks and other resources, including cultural profiles
  • Producing three (3) newsletters per year
  • Hosting forums and education days
  • Individual coaching and support as required

Profile of Victoria

CALD Sector Support & Development Programs

The CALD SSD in Victoria is called Sector Development.

Apart from the generalist SSDO in Victoria, the state has only one (1) state-wide CALD SSDO and up to four (4) regional CALD SSDOs that service the entire state.

Like the NSW model, individual organisations auspice each individual CALD SSDO, with the Ethnic Communities Council of Victoria having auspice of the State-Wide CALD SSDO program.

Currently only the State-Wide and one (1) other CALD SSDO are operational or known to the ECCV. Attempts have been made by ECCV to identify and reach out to the other SSDs however without success. At this point the department representatives in Victoria have been unable to provide this information to Victorian State-Wide CALD SSDs.
